Report on an ordinance entitled
An Ordinance to amend the Widows' and Orphans' Pension
Ordinance, 1908.
A copy of the original draft of this Ordinance was for- warded to the Right Honourable the Secretary of State for the Colonies under cover of a despatch dated 29th April 1914, and he signified his general approval of it by his despatch dated 5th June, 1914. He directed however that section 2 (o) should
be recast in order to make the intention clearer.
The Ordinance as passed follows the original draft except
in the clause referred to which has been recast and now ap- pears to state the intention of the enactment more clearly than the original draft. The reason why the wording suggested in the Secretary of State's despatch of the 5th June 1914 was not adopted was that it was feared that that wording might have
the effect of excluding an officer who had failed to obtain the Captain superintendent of Police's approval before marriage
There is no regulation which prohibite a member of the police
force below the rank of sergeant marrying without the consent
of the Captain superintendent of Police, and such an officer
might, through inadvertence, fail to apply for that consent,
especially if he married while on leave in the United Kingdom.
In my opinion this is an Ordinance to which His Excel-
lency the Governor may properly assent in the name of His
Majesty and on His behalf.
